Data Sharing Agreements

CMS provides state and territory Medicaid agencies with multiple data exchanges and data sharing programs to support coordination and program operations for people who are dually eligible for Medicare and Medicaid. The five data sharing programs available for request under this process are:

  • Medicare Modernization Act (MMA) File Exchange;
  • Buy-In File Exchange;
  • Territory Beneficiary Query (TBQ) File;
  • Enrollment Database (EDB) File [retired June 2022]; and the
  • Medicare-Medicaid Data Sharing Program

All state Medicaid agencies, and those territory Medicaid agencies that participate in any of the above data sharing programs, maintain a CMS Information Exchange Agreement (IEA) and a Data Request & Attestation (DRA) form. For more information, please see the slide presentation and FAQ:

Data Request and Attestation Form

The DRA establishes the terms of use governing states’ access to Medicare data. State Medicaid agencies requesting data for the first time should submit the DRA form as part of their data request package to MMCO directly through the State Data Resource Center and not to any other organization. State Medicaid agencies should also use the DRA form to change the data requestor on the DRA.

The State Data Resource Center (SDRC) hosted a webinar to discuss the release of the new, streamlined Information Exchange Agreement (IEA) and Data Request Attestation (DRA) documents for sharing and exchanging Medicare data with state Medicaid agencies for the dually eligible population. The Medicare-Medicaid Coordination Office revised the IEA and DRA to support merging authorization of state requests for five separate data exchanges that support dually eligible beneficiaries. Those five exchanges are:

  • Medicare-Medicaid Data Sharing project
  • Enrollment Database Query File
  • MMA File Exchange
  • Territory Beneficiary Query File
  • State Buy-in File Exchange
